Bypass Microsoft Account in Windows 11 Setup With Ventoy Local Account Guide

Hardware checks passed, install finished — and now Setup demands internet and a Microsoft account before it will let you in. Ventoy's second bypass exists for precisely this screen. Here is how it works, and the manual fallback if you ever need it.

Ventoy carries two separate bypasses. The famous one skips the hardware checks. The quieter one — VTOY_WIN11_BYPASS_NRO — tackles the online account requirement (NRO stands for Network Requirement Option). Like the hardware bypass, it has been enabled by default since Ventoy 1.0.86: boot a Windows 11 ISO from a current Ventoy stick and the setup flow keeps its offline, local-account path instead of forcing sign-in.

You'll need an internet connection to continue setting up your device. Once connected, you'll get the latest features and security updates.

What the Ventoy NRO Bypass Actually Does

  1. During setup, Ventoy sets the same registry value the old OOBE\BYPASSNRO trick used to set — telling the Out-of-Box Experience that the network requirement is bypassed
  2. The setup flow then shows its offline path again: the I don't have internet style route that leads to creating a local account with just a name and password
  3. Because Ventoy applies it automatically, there is nothing to type and no command window to open — it simply works when you reach the account stage
2

The Steps, Start to Finish

  1. Install Windows 11 by booting the ISO from your current Ventoy stick, as in the main bypass guide
  2. Complete the region and keyboard screens as normal
  3. At the network / sign-in stage, use the offline option that now appears, and continue with limited setup
  4. Create your local account — choose a name, set a password you will remember, and finish the privacy screens
  5. You land on a desktop with a local account. No Microsoft account was created, and none is required to use the PC

Fallback — The Manual Registry Route

No Ventoy handy, or an old Ventoy where the setting is off? The manual route still works on current builds — note that Microsoft removed the old oobe\bypassnro script file from newer builds, so type the registry value directly:

  1. On the Let's connect you to a network screen, press Shift + F10 to open Command Prompt
  2. Run this command exactly: reg add "HKLM\SOFTWARE\Microsoft\Windows\CurrentVersion\OOBE" /v BypassNRO /t REG_DWORD /d 1 /f
  3. Restart with shutdown /r /t 0 — setup resumes, and the offline / local account option is now offered
  4. On Windows 11 Pro there is also a built-in route: choose Set up for work or school → Sign-in options → Domain join instead, which creates a local account without any trick

What a Local Account Changes — Honestly

  1. You lose convenience, not Windows: no automatic OneDrive settings sync, no roaming of preferences between PCs
  2. The Microsoft Store still asks for a sign-in for some apps and purchases — you can sign into the Store alone later without converting your Windows account
  3. You can attach a Microsoft account at any time later in Settings if you change your mind — the choice is reversible, the setup force is what people object to
⚠️ Honest note: Microsoft keeps tightening this area — the old bypass script was removed from newer builds, and future versions may close the registry route too. The Ventoy method works on today's installers, but treat every bypass here as a current-behaviour guide, not a permanent guarantee.

❓ Frequently Asked Questions

Is a local account less secure than a Microsoft account?

Not by itself. Use a strong password and it is perfectly serviceable. A Microsoft account adds conveniences like online password recovery and Find My Device; a local account keeps everything on the PC and works fully offline.

The offline option still does not appear. What now?

Confirm your Ventoy is current — the NRO bypass is default-on only from 1.0.86. On older versions, enable VTOY_WIN11_BYPASS_NRO in VentoyPlugson, or use the manual registry fallback in step 3 of this guide.

Can I add a Microsoft account after finishing setup?

Yes. Settings → Accounts lets you sign in later, and the Microsoft Store accepts a sign-in on its own. Moving to a Microsoft account later is easy; being forced into one during setup is the part this bypass removes.
