Watch the video - the setting itself, then use this page if the behaviour does not change
You selected Download PDFs, you tested it - and some PDFs still open inside Chrome. Before concluding the setting is useless, work through the honest list. In almost every real case the setting is fine and something else is intercepting the file: a PDF extension doing its own opening, a second Chrome profile with its own settings, or one stubborn tab. This page checks them in the order that finds the culprit fastest.

The setting is set, yet PDFs still open in tabs - these are the honest suspects, in the order worth checking them.
1
Check for a PDF Extension That Opens Files Itself
Extensions like Adobe Acrobat's Chrome extension, Kami or other PDF tools can open PDFs in their own viewer - which looks like Chrome opening them, but is not governed by Chrome's PDF setting at all.
Type chrome://extensions in the address bar and press Enter
Look for anything PDF-related in the list
Switch the suspect off (do not remove it yet) and click the PDF link again
If the PDF now downloads, the extension was the culprit - leave it off, remove it, or check inside its own options for an "open in" choice
Quick confirmation trick: open the same PDF link in a Guest window (profile icon, then Guest). Guest mode runs with no extensions - if it downloads there, an extension in your normal profile is proven guilty.
2
You Might Be Testing in the Wrong Profile
Chrome settings are stored per profile. If you set Download PDFs in your personal profile but test a link in your work profile (or the other way round), the test profile still has the factory default.
Look at the profile picture at Chrome's top right - make sure you are in the profile you changed
Open chrome://settings/content/pdfDocuments in this window and look at which option is actually selected
Set Download PDFs in every profile you use - the choice does not travel between them
This is also why the fix "worked at home but not at office" - different machine, different profile, factory setting still in place.
3
Refresh the Tab, Clear the Cached Habit
Chrome applies the new behaviour to new clicks. A tab that was already showing a website before you changed the setting can keep behaving the old way until it is refreshed - and a PDF tab opened earlier stays open, obviously, until closed.
Go back to the page that links the PDF and press Ctrl + R to refresh it
Click the PDF link again from the refreshed page
Still opening? Close Chrome fully once and reopen it - a settings page left open in another window is a classic false alarm
You do not need to clear your whole cache or browsing history for this. Refreshing the linking page is enough in nearly every case.
4
The Cases That Are Not Chrome at All
The website embeds its own viewer. Bank and portal sites often show the PDF inside their own page player. The address bar shows the site, not a .pdf address - no browser setting changes a website's own player.
You double-clicked a file in Downloads. That opens with the Windows default app, not Chrome's link setting. If that default is a browser, the fix is the Windows default apps page.
The setting is greyed out or flipped back. On a managed office or school PC, policy can lock it - that needs your IT team, covered in the office PC page of this series.
Honest promise check: the Download PDFs setting controls how Chrome handles PDF links in the profile you set it in. Extensions, other profiles, website players and Windows file defaults each have their own switch - once you know which of the four is intercepting your file, the fix is always a one-minute job.
Watch the Complete Video Guide
The video sets the option live - if PDFs still open afterwards, this page walks the extension and profile checks.
Open the same PDF link in a Guest window from the profile menu. Guest mode runs without extensions. If the PDF downloads there but opens in your normal window, disable PDF-related extensions one by one on chrome://extensions to find the one responsible.
Does the Download PDFs setting apply to all my Chrome profiles?
No. Each Chrome profile stores its own settings. If you use a personal and a work profile, open chrome://settings/content/pdfDocuments in each one and select Download PDFs in both.
The option keeps switching back by itself. Why?
On a personal PC that is rare and usually means you are looking at a different profile. On an office or school PC, an administrator policy can lock or reset the setting - in that case only your IT team can change it.
