PDFs Will Not Open in Chrome When You Want Them To
Not everyone hates the built-in viewer - some people miss it. If every PDF downloads when you want a quick preview, here is the same setting run in reverse, plus the hidden viewer switch.
Watch the video - the one settings page that controls both directions
Plenty of people land on the opposite shore: PDFs download every time and they actually want the quick in-browser preview - for reading a menu, a form or a one-page letter without saving files everywhere. Maybe the setting was changed earlier, maybe an office image shipped that way. Either way, the fix is the same page run in reverse - plus one extra place where Chrome's viewer itself can be switched off.
Chrome Settings - PDF documents
Default behaviour for PDF files
● Open PDFs in Chrome
○ Download PDFs
Plus: built-in viewer must be enabled at chrome://extensions (Chrome PDF Viewer)
Want PDFs back inside Chrome? The same page, opposite choice - plus one hidden switch most people forget.
1
Select Open PDFs in Chrome Again
Type chrome://settings/content/pdfDocuments in the address bar and press Enter
Select Open PDFs in Chrome (on older Chrome, turn the "Download PDFs instead of automatically opening them" switch off)
Click any PDF link - it should now open in a tab in Chrome's viewer
No restart, no save button - the change is instant, exactly like the other direction.
2
Still Downloading? Check the Built-in Viewer Itself
If the setting says "open" but PDFs still save to disk, Chrome's own viewer component may be disabled.
Open chrome://extensions
Look for Chrome PDF Viewer in the list - on some builds it appears among the built-in components
If it is off, turn it on, then test a PDF link again
Also check your other extensions - an external PDF tool set as the handler can keep grabbing files; disabling it returns the job to Chrome

The Downloads List Trap - Always Open With System Viewer
One more place a previous choice can hide. If you once told Chrome to open downloaded PDFs with the system viewer, files clicked from the downloads list keep launching your desktop reader even though links open in Chrome.
Press Ctrl + J to open Downloads
On a PDF entry, open its small menu - the "always open with system viewer" choice sits there, ticked
Untick it on that entry. There is no central list of these choices in Chrome settings - the downloads entry menu is where the choice lives, and where it is undone
Honest note: this only affects PDFs opened from the downloads list. Ordinary PDF links on web pages follow the PDF documents setting, nothing else.

When a PDF Opens but Shows a Blank or Broken Page
Refresh once. Large PDFs on slow connections sometimes render blank on first load - a reload usually completes them.
Test another PDF. If only one file fails everywhere, the file itself is likely damaged or saved in an unusual format - try it in a desktop reader.
Update Chrome. The viewer is part of Chrome; a very old build can fail on newer PDF features. Chrome updates itself, but a long-ignored pending update can sit waiting for a restart.
Some PDFs genuinely need a real reader. Special form types (for example certain government XFA forms) show a "please use Adobe Reader" page - that message is honest; download the file and open it in the desktop app.
A fair word for the browser viewer: for quick reading it is genuinely good - fast, sandboxed and always present. The pages in this series are not anti-viewer; they are about the choice being yours, in whichever direction you prefer.
Watch the Complete Video Guide
The video flips the setting one way - this page flips it back and checks the viewer component itself.
How do I make Chrome open PDFs in the browser again?
Open chrome://settings/content/pdfDocuments and select Open PDFs in Chrome. On older versions, turn off the Download PDFs instead of automatically opening them switch. The change is instant.
The setting says open, but PDFs still download. What else controls this?
Check chrome://extensions for the built-in Chrome PDF Viewer being disabled, and for third-party PDF extensions that have taken over handling. Also update Chrome and restart it once if an update is pending.
A PDF opens in Chrome but shows a message to use Adobe Reader. Is Chrome broken?
Usually not. Some special form PDFs, such as certain government XFA forms, only work fully in a desktop reader and say so honestly. Download that file and open it in Adobe Acrobat Reader or your desktop app.
