Stop Chrome Opening PDFs Automatically The One Setting That Fixes It
Every PDF you click hijacks a Chrome tab instead of downloading. One radio button on one settings page ends it - here is the setting, both routes to reach it, and the Windows half of the job most people miss.
Watch the video - the exact setting changed live, step by step
You click a bill, a bank statement or a ticket, and instead of downloading, the PDF opens inside Chrome - in a viewer with no proper save button, no signing tools and none of your real reader's features. This is not a fault. It is Chrome's factory default, and there is one setting that turns it off. This page covers that setting, the slow menu route to the same page, and the two neighbours you should know about - where the downloaded file opens afterwards, and what this setting honestly does not change.
The whole fix lives on this one settings page - pick Download PDFs and Chrome stops opening PDF files in its own viewer.
1
The One Setting - Download PDFs Instead of Opening Them
Chrome has a dedicated page for PDF behaviour. You do not need any extension, registry edit or reinstall for this.
Click in Chrome's address bar, type chrome://settings/content/pdfDocuments and press Enter
The page shows two choices under Default behaviour - Open PDFs in Chrome and Download PDFs
Select Download PDFs
That is all - there is no Save button; the choice applies the moment you click it
Open any PDF link to test - the file now downloads like a normal file instead of opening in a tab
On older Chrome versions the same page shows one switch labelled "Download PDFs instead of automatically opening them in Chrome" - turn that switch on. Same setting, older clothes.
2
The Slow Route - Finding the Same Page Through Menus
If the direct address ever changes in a future Chrome version, the menu path still lands on the same page.
Click the three-dot menu at the top right of Chrome and open Settings
Open Privacy and security, then Site settings
Scroll down to Additional content settings and open PDF documents
Choose Download PDFs - exactly the same choice as the direct page
Honest note: this is a per-browser, per-computer setting. Chrome on your office PC, your laptop and a second Chrome profile each keeps its own choice, so set it once on every machine you actually use.
3
After Downloading - Choose Which App Opens the File
The setting only decides download versus display. Once the PDF is on your disk, Windows decides which app opens it when you double-click - and on many PCs that default is a browser again, which brings the same problem back through the side door.
Open Windows Settings then Apps then Default apps
Search for .pdf in the file-type box at the top
Set it to your real PDF reader - Adobe Acrobat Reader, Foxit, SumatraPDF or whichever you use
Double-click any downloaded PDF once to confirm it opens in that app
Do both halves - the Chrome toggle and the Windows default - and the loop of "downloaded it, but it still opened in a browser" is closed for good.

What This Setting Does Not Change - The Honest List
It does not delete Chrome's viewer. The built-in viewer stays installed; you have only changed the default action.
It does not force every website to obey. A site can serve a PDF as a forced download or an inline page on its own - that is the server's choice, not Chrome's.
Local files are separate. Dragging a PDF from your disk into Chrome, or double-clicking one whose Windows default is Chrome, can still open it in the viewer.
It is easy to reverse. Come back to the same page and pick Open PDFs in Chrome any time - nothing is damaged either way.
One honest warning: if this setting is greyed out or flips back on its own, your Chrome is probably managed by an office or school policy. That is not a bug to defeat - the separate page in this series on office PCs explains what your IT team controls and what to ask them for.

The PDF setting changed on screen in under a minute - plus the checks to run when a PDF still opens in Chrome afterwards.
Where is the setting that stops Chrome opening PDFs?
Open chrome://settings/content/pdfDocuments in the address bar and select Download PDFs. Through the menus it is Settings, then Privacy and security, then Site settings, then Additional content settings, then PDF documents. There is no Save button - the choice applies immediately.
Will this delete Chrome's built-in PDF viewer?
No. The viewer stays installed and fully working. You are only changing the default action for PDF links from open to download. Pick Open PDFs in Chrome on the same page any time to go back.
I downloaded the PDF but it still opens in a browser when I double-click it. Why?
That half belongs to Windows, not Chrome. Open Settings, then Apps, then Default apps, search for .pdf and set your real PDF reader as the default. Until you do, Windows may keep handing the file to a browser.
