Repair Windows Offline with DISM and SFC from WinPE Recovery

SFC and DISM normally repair the Windows you are running. When that Windows will not start, the same tools can repair it from outside — if you give them the right address.

Every repair guide says run DISM and SFC — but those guides assume Windows boots. When it does not, the commands need one extra piece of information: where the broken Windows lives. From a WinPE bootable USB or the Windows recovery environment, you point DISM and SFC at the offline drive and repair it from outside. This is the classic technician move behind many 'impossible' boot failures, and it uses only standard Microsoft commands — typed carefully, exactly as written below.

Why the normal command fails here (recreated panel)
X:\>sfc /scannow Windows Resource Protection could not perform the requested operation. X:\>sfc /scannow /offbootdir=D:\ /offwindir=D:\Windows Beginning system scan... Verification 100% complete.

Boot Outside Windows and Find the Real Drive Letter

Boot the PC from your WinPE USB or into the recovery environment and open Command Prompt. The trap everyone falls into: drive letters move in recovery. The Windows that is C: when booted may be D: or E: here.

  1. Run diskpart, then list volume, then exit — note the letter of the large Windows partition
  2. Confirm it by running dir D:\Windows (adjust the letter) — if the Windows folder lists, you have the right drive
  3. Use that letter in every command below; in these examples it is D:

Repair the Image with Offline DISM

DISM first, SFC second — the same order as online repair:

  1. Run dism /image:D:\ /cleanup-image /restorehealth
  2. If it asks for a source or cannot find repair files, attach a Windows ISO or installer USB and run dism /image:D:\ /cleanup-image /restorehealth /source:WIM:F:\sources\install.wim:1 /limitaccess — replace F: with the installer drive letter and the index 1 with the edition that matches the broken Windows
  3. Wait for 'The restore operation completed successfully' before moving on

Scan the Offline Windows with SFC

Now repair the system files themselves:

  1. Run sfc /scannow /offbootdir=D:\ /offwindir=D:\Windows
  2. SFC may report it repaired files, found nothing, or — honestly — could not fix some files; even a partial repair often gets Windows booting again
  3. Remove the USB, restart, and test a normal boot before attempting anything else
4

If It Still Will Not Boot

Work through the short honest checklist:

  1. Wrong drive letter is still the number one cause — re-check with dir on each candidate drive
  2. A failing disk defeats every repair; check its health from WinPE before repeating commands
  3. Corruption returning immediately after repair usually means the disk or RAM is faulty — the toolkit approach is then data rescue first, Windows reinstall second

The full video shows the toolkit side of boot repairs and how these commands sit inside a complete repair workflow.

⚠️ One safety line: offline repair writes to the Windows drive. If the disk is failing or the data matters more than the Windows, rescue the files first — a repair attempt on a dying disk can be the last thing it ever does.

❓ Frequently Asked Questions

Why does SFC fail in the recovery environment without the offline switches

Because in recovery, SFC defaults to scanning the tiny recovery system itself, not your installed Windows. The offbootdir and offwindir switches are the address of the real Windows — without them SFC literally repairs the wrong patient and reports it could not perform the operation.

What is the difference between the install wim index numbers

A Windows installer image contains several editions — Home, Pro and others — each with an index number. DISM needs the index matching the edition installed on the broken PC. You can list them with dism /get-wiminfo /wimfile:F:\sources\install.wim before choosing.

Will offline DISM delete my files or apps

No. DISM and SFC repair Windows system files and the component store only. Your documents, apps and settings are untouched by these commands — which is exactly why offline repair is attempted before any reinstall.
