When Windows refuses to boot, your normal tools are locked inside the very system that is broken. Sergei Strelec WinPE solves that problem — it loads a complete Windows-like desktop from USB, straight into RAM, so you can repair the dead installation from outside it. This guide walks the whole journey: where to download it safely, how to build the USB, what the first boot looks like, and how to find the right tool for data recovery, password reset, disk imaging and hardware diagnosis.
Programs WinPE — Tool Categories on the Strelec Desktop
🗂️ Hard Disk Tools — partition managers, imaging, disk editors
💾 Backup and Restore — Acronis, Macrium and other imaging tools
🧲 Data Recovery — R-Studio, Active File Recovery and more
🔑 Password Tools — PCUnlocker, Reset Windows Password
🌐 Network and Remote — PENetwork, AnyDesk, browsers
🛡️ Antivirus and Windows Setup — offline scanners, installers
The Strelec Start menu groups 100+ tools by job — names and versions rotate between builds, the categories stay the same (example layout).
1
Download Only from the Official Sergei Strelec Website
The one safe source is the official site, sergeistrelec.name. The download arrives as a password-protected archive, and the archive password printed on the official site is strelec. That password exists to stop antivirus scanners from unpacking the archive in transit — it is normal, and it is the same for everyone.
Open sergeistrelec.name and go to the WinPE download page
Pick the current build — sizes run to a few GB, so use a stable connection
Extract the archive with 7-Zip or WinRAR using the password strelec
Inside you will find the WinPE ISO files and a folder with USB creation utilities
Any site asking you to pay for the download, install a downloader program, or disable your antivirus first is a repack — close it. The toolkit itself is free from the official source.
2
Create the Bootable USB
Strelec gives you three honest routes, and all three end at the same place — a USB stick with the SSTR folder at its root.
Included utilities: the extracted download has a Create a Bootable USB Drive folder with tools such as BOOTICE and UltraISO, plus instructions
Rufus: select the WinPE ISO, keep the default settings, and write it to the stick
Ventoy: copy the ISO file onto a Ventoy stick as-is — no extraction needed, and the ISO sits next to your other images
Use a stick of 8 GB or larger, and remember that the first two methods erase it completely. Back up anything on the stick before you start.

First Boot — What You Will See
Restart the PC, open the boot menu (usually F12, F8 or Esc — it varies by brand) and choose your USB. A Windows Boot Manager screen appears with entries like Boot WinPE 11 Sergei Strelec (x64). There is a short countdown, so press an arrow key if you want time to read the menu.
Choose the WinPE 11 x64 entry on modern machines; older PCs can use the WinPE 10 entry
Files load into RAM — the Windows logo you see is the PE loading, not your broken Windows
The Strelec desktop appears with a Start menu, taskbar and desktop tools
Open Programs WinPE in the Start menu, or the MInstAll manager on the taskbar, to browse every tool
Nothing on your hard disk has been changed yet. Everything you do from here is a choice, not an accident.

The Tool Map — Which Group Solves Which Job
The toolkit holds more than a hundred programs, but technicians reach for the same groups again and again:
Windows will not boot: check the disk first with CrystalDiskInfo, then repair boot files with the BCD tools, or image the disk before touching anything
Files trapped inside a dead Windows: open the file manager from Data Recovery or the desktop and copy the user folders out — full workflow in our data recovery guide
Forgotten local password: PCUnlocker or Reset Windows Password from the password group can clear a local account password — Microsoft accounts are a different story, explained honestly in the password guide
Disk jobs: partition resize, clone and image tools live under Hard Disk Tools and Backup and Restore
Sick hardware: AIDA64 and HWiNFO for sensors, MemTest86+ for RAM, HD Tune style scans for disks
5
Honest Limits Before You Trust It With a Customer PC
Three things this toolkit will not do, stated plainly. It cannot decrypt a BitLocker drive without the recovery key — no tool can, and any that claims otherwise is lying. It cannot save data from a physically dead disk — clicking, grinding drives belong to a recovery lab, and every extra power-on makes them worse. And the tools inside are third-party programs bundled by the author — some are trial or older versions, and menus change between builds, so treat every version number you read online as approximate.
Used inside those limits, it is one of the most complete rescue environments a technician can carry — which is exactly why it earns a permanent place on the workshop USB.
🔴 One rule that protects every job: if the data on the PC matters, copy it out or image the disk before any repair attempt. Repairs can fail halfway; a backup cannot be un-failed.

Every step shown live on a real PC — download, USB creation and the full Strelec toolkit tour.
Yes. The toolkit is distributed free from the official website sergeistrelec.name. The archive is password protected with the password strelec, which is printed on the official site itself. If any website asks for payment or a special downloader, it is not the official source.
What size USB drive do I need for Strelec WinPE?
An 8 GB stick is the practical minimum — current builds unpack to several GB and you will want room left over for your own files and drivers in the SSTR\USER folders. A 16 GB or 32 GB stick is the comfortable workshop choice.
Does Strelec WinPE work on Windows 11 PCs with Secure Boot?
The Strelec boot files are not signed for Secure Boot, so a stock Secure Boot machine can refuse them. The clean routes are booting through Ventoy with MokManager key enrolment, or temporarily disabling Secure Boot in the BIOS — keep your BitLocker recovery key handy before changing boot settings.
