App Install Silently Failing on Managed Devices in ManageEngine MDM Fix
Silent app distribution is silent in failure too — the app simply never arrives. This checklist works through the console settings and device conditions that actually cause it.

"I pushed the app yesterday, the user still does not have it, and there is no error anywhere." Silent installation means exactly that — no prompts on the phone, and usually no loud failure on the console either. In ManageEngine MDM Plus, a missing app almost always comes down to one of a handful of causes: the app was never approved or assigned correctly, the device is not in the right management state for silent install, or the device itself never received or could not complete the job. Work through them in this order.
Apps → Distribution Status — App Not Installed

The distribution report separates "never sent", "sent but not received" and "received but could not install" — three different problems with three different fixes.
1
Step 1 — Read the Distribution Status Before Touching Anything
Open the app in the Apps tab and view its distribution/installation status per device
Find your device in the list and note its state: not targeted, pending, or failed
"Not targeted" is a console assignment problem. "Pending" for days is a device contact problem. "Failed" is a device-side install problem — the steps below split exactly along these lines
2
Step 2 — Console Causes: Approval, Assignment and Licences
Android (managed Google Play): a store app must be approved in the console's Play Store integration before it can be distributed — an unapproved app cannot be assigned at all
Wrong group: the app was assigned to a group the device is not a member of, or the device was moved groups after assignment — check group membership in Inventory
iOS paid/VPP apps: App Store apps distributed through Apple Business Manager need a free licence for each device — exhausted VPP licences make installs fail with no obvious message
BYOD devices: on work-profile/personal devices, installs are not fully silent — Android can only place the app in the work profile, and the user may need to accept or open the catalog. Expect a user step there; it is not a fault
3
Step 3 — Device Causes: State, Storage and Supervision
Device has not checked in: the job is queued on the server. Check the last-sync time and fix contact first — battery optimisation sleeping the agent is the common cause on Android
Storage full: a phone with a few hundred MB free cannot install a large app. The console's device details show storage — clear space or remove unused apps remotely, then redistribute
iOS supervision: truly silent App Store installs on iPhone/iPad require a supervised device (enrolled via ABM or Configurator). On an unsupervised BYOD iPhone, the user gets a prompt they may have dismissed
Work profile paused or device locked down: a paused work profile (Android) or an out-of-date OS that the app no longer supports will quietly block installation — check the app's minimum OS against the device
4
Step 4 — Redistribute and Verify
Fix the cause you found, then re-push: open the app, choose distribute to devices/groups again for the affected device, or run a device scan to nudge contact
Watch the status change to installed for that device before telling the user it is done
If one device fails while identical devices succeed, compare them side by side in Inventory — model, OS version, storage and enrollment type will show the difference
🟢 The pattern to remember: ALL devices missing the app = console cause (approval, assignment, licence). ONE device missing it = device cause (sync, storage, supervision). Let that split guide you and you will stop reinstalling things that were never the problem.

Why is the install silent on company phones but needs user action on personal phones?
Silent install is a privilege of full management. A company-owned fully managed (or supervised iOS) device can be told to install without asking. On BYOD devices the platform protects the owner: Android installs only inside the work profile, and iOS may prompt the user — that difference is by design.
The status shows pending for three days. What now?
Pending means the server is waiting for the device. Check the device's last-sync time; if it is stale, fix the contact problem first (internet, battery optimisation on the agent app, APNs for iOS). Once the device checks in, the pending install normally completes on its own.
Can I install an APK directly without the Play Store?
Yes — MDM Plus supports distributing in-house/enterprise apps: upload the APK to the app repository as an enterprise app and assign it. On fully managed devices it installs silently. Keep APKs from trusted sources only; the repository becomes part of your security perimeter.
