One Bluetooth Device Connects and Another Will Not - The Per Device Checklist
Good diagnostic news hidden in an annoying problem: if one Bluetooth device connects happily to your PC, your adapter, driver and services are all proven working. The failure lives inside the one device that refuses. Stop repairing Windows and work this per-device list instead.

Technicians love this symptom because it halves the search space. A working mouse proves the whole Windows side. So the refusing earbuds, keyboard or speaker have their own short list of causes: they remember another host, their pairing slots are full, they are already connected elsewhere, or they speak a Bluetooth dialect your PC handles differently.

👆 One device connects, the other refuses - the PC side is already proven (panel recreated with real Windows wording; names are examples)
1
It Is Probably Connected to Something Else Right Now
Most earbuds and speakers connect automatically to the last device they used - usually your phone - and many can hold only one active connection. Your PC is not being rejected; the device is simply busy.
Turn Bluetooth off on your phone and any other laptop nearby, then try again
Or open the phone's Bluetooth list and Disconnect the device there
Put the device back into pairing mode - an already-connected device does not advertise itself to new hosts
2
Its Memory Is Full or Stuck on Your Old Pairing
Devices remember a limited list of hosts (often 8). A full or corrupted list makes new pairings fail silently. Clear it properly: use the device's factory reset (for earbuds, the case-button reset in its manual), remove the device from Windows Settings, restart the PC, and pair fresh like a brand-new product.
3
Check the Dialect - Classic vs LE, and the Right Entry
Some devices show two names in the list - a Classic entry and an LE (Low Energy) entry. Audio devices usually pair on the non-LE name; picking the LE twin connects but gives no sound
Modern mice and keyboards using only LE need Windows 10/11 with Bluetooth 4.0 or newer - an ancient Bluetooth 2.0 dongle physically cannot pair them
Game controllers and some keyboards ask for a PIN shown on screen - type it on the device itself (keyboards) and press Enter
4
Battery and Distance - The Embarrassing Usual Causes
A device at 10 percent battery may advertise but refuse to complete pairing. Charge it first. And pair at arm's length: a device at the edge of range fails the key exchange halfway, which looks exactly like a stubborn refusal. Complete the pairing close up; normal use range returns afterwards.
⚠️ The deciding test: try the refusing device with a phone. If it fails there too after a reset, the device itself is faulty - no Windows setting will change that verdict, and it is better to know it in five minutes.

My earbuds pair with my phone but not my PC. Phone works, so earbuds are fine?
Mostly - but clear the phone connection first. Many earbuds hold one active link; while the phone owns them, the PC attempt fails. Disconnect on the phone, enter pairing mode, then add them on the PC.
Windows shows my headset twice, once with LE in the name. Which do I pick?
For audio, pick the entry without LE. The LE entry is the low-energy control channel; pairing to it alone gives a connected status with no sound.
The device paired but the wrong one keeps auto-connecting. Can I control that?
Devices reconnect to their most recent host first. Remove the pairing from the host you no longer want to own them, and they will settle on the remaining one.
