📋 Overview & Step-by-Step Guide
The Problem — Nobody Knows Who Prints What
In most offices every shared printer is wide open: anyone can print anything, in colour, single-sided, hundreds of pages at a time. Nobody can answer the simple question "who printed this?" — so the paper and toner bill grows every month and nobody is accountable. PaperCut fixes this by sitting on top of your existing print server and recording, costing and controlling every job that passes through it.
Install PaperCut NG on the Print Server
Download PaperCut NG from the official PaperCut website (papercut.com) — a free trial is available, so you can test the full setup before buying licences. Install it on the Windows server or PC that hosts your shared print queues: PaperCut needs to sit where the printing actually happens, and after installation it automatically detects the printers and queues on that machine.
Open the Admin Console and Sign In
All management happens in the web-based admin console. Open it in a browser using the address below, replacing server-name with your print server's name or IP address, and sign in with the administrator account created during installation:
http://server-name:9191
Sync Users and Groups
PaperCut can only charge a print job to a person if it knows that person. Go to Options → User/Group Sync and connect PaperCut to the directory your office already uses — Windows Active Directory, LDAP, Microsoft Entra ID (Azure AD) or Google Workspace. Run the sync and PaperCut imports every user and group, and keeps them updated on a schedule, so new joiners appear automatically and leavers stop printing.
Set the Page Cost for Every Printer
Open the Printers tab and set a cost per page for each printer. This is where control becomes real money: a colour page should cost noticeably more than a black-and-white page, and a large-format or photo printer more than the everyday office printer. Every job is then charged at the rate of the printer actually used, and users see the cost of what they are about to print.
Give Users a Quota
With users synced and page costs set, give every user an account with a balance and a quota — a fixed printing budget that refills on a schedule (for example weekly or monthly) or is topped up manually. When the balance runs out, printing stops until the next refill or an admin adds credit. For printing that belongs to a project or a department rather than a person, create shared accounts and let users charge the job to the shared account instead of their own.
Apply Duplex and Greyscale Rules
Now cut the waste automatically. In each printer's Filters & Restrictions, apply the rules that match your office policy: force duplex (double-sided) printing so documents stop coming out single-sided, and convert colour jobs to greyscale on printers where colour is not needed. The rules apply silently to every job, so savings happen without relying on every user remembering to change their print settings.
Turn On Secure Print Release
By default a job prints the moment it is sent — and sensitive pages can sit in the output tray for anyone to pick up. PaperCut's hold/release queues change that: jobs are held on the server and are released only when the owner is standing at the printer and releases them, for example at a release station. With Find-Me printing, users send to one shared queue and release their job at whichever printer they walk up to. Forgotten jobs are never printed at all, which removes a whole category of wasted paper on its own.
Read the Reports — Who Printed What
Finally, open the Reports section and the print log. Every job is recorded with the user, the printer, the page count, the cost and the time — so "who printed this?" stops being an argument and becomes a ten-second lookup. Use the summaries by user, group or printer to spot the heaviest printing, schedule reports to arrive by email, and review them monthly: once people know printing is visible, usage usually drops before you even enforce a single quota.
